Karandaaz Pakistan is a not-for-profit company established in 2014 and registered with the Securities and Exchange Commission of Pakistan (“SECP”) under Section 42 of the Companies Act,2017. Karandaaz Pakistan promotes access to finance for micro, small, and medium enterprises (MSMEs) and advances financial inclusion for individuals by leveraging technology-enabled solutions and platforms. Karandaaz Pakistan operates across multiple program verticals including Karandaaz Capital, Karandaaz Digital, Karandaaz Innovation, and Karandaaz Research & Insights.
2. Background and Rationale
To support its various communication, branding, advocacy, and outreach initiatives across Pakistan, Karandaaz requires high-quality, reliable, and specialised creative partners.
Karandaaz intends to empanel qualified agencies and service providers across five distinct service categories for its yearly Marketing and Communications requirements.
Agencies may apply for one or multiple categories based on their demonstrated expertise.

Submission Instructions
Bidders must prepare and submit their Expression of Interest (EOI) strictly in accordance with the following instructions.
General Category Application Rules
• Flexible Application: Bidders may apply for one or more categories (Categories A, B, C, D, and/or E) based on their Organisational relevance, capacity, and demonstrated experience.
• Targeted Evaluation: Bidders will be evaluated only against the specific fields and categories marked/checked in their submitted Category Selection Checklist. Unchecked categories will not be evaluated.
• Single-Stage Empanelment Threshold: Bidders achieving 80 out of 100 marks or higher in a category will be eligible for inclusion in the pre-qualified panel, subject to completion of the procurement process and Karandaaz Pakistan's applicable approvals.
Folder Structure & Organisation Requirements
To facilitate evaluation, bidders MUST create separate, clearly marked folders (both physical and digital) for each category they apply for:
• Main Folder: Contains all general mandatory prerequisites, legal registration documents, tax certificates, signed undertakings and declarations (Annexures A, B, C & D), and the master Category Selection Checklist.
• Category-Specific Folders: Each category applied for must have its own dedicated folder containing only the technical evidence, portfolios, team CVs, and references specific to that category
Document Format & Technical Specifications
• Native Searchable PDFs: Bidder-prepared technical proposals, evaluation evidence, annexures and checklists must be submitted as native/searchable PDFs. Official certificates and third-party documents may be submitted in their original available format.
• Verifiable Link & Page References: Bidders MUST specify the exact document page number, file name, and active Web/Drive Link against each criterion in their submission tables. Failure to provide a direct link or exact page reference will result in a deduction of marks.
Bidders shall submit one physical package containing the Main Folder and applicable Category Specific Folder(s), together with an electronic copy of the complete submission via email. Both submissions must be received no later than 22nd September 2026.
